Does anyone know how to use a branick brake bleeder?

I've put two bottles of brakefluid in it and although it isn't full I cant' get it to pump out any fluid under pressure. Is there something obvious I'm doing wrong?
The fluid has to have somewhere to go . Have you loosened off the bleeder screws ?
